Job Description
The Georgia Department of Transportation (GDOT) is seeking an experienced IT Business Analyst (BA) to support IT project initiation efforts, technology procurements, and business systems analysis activities. The primary responsibility of this role will be analyzing IT project initiation requests and compiling documentation necessary to support new IT procurements, contracts, or in-house system development initiatives. As workload permits, the Business Analyst may also be assigned to active IT project teams. The Business Analyst will work closely under the guidance of the IT BA Manager, and successfully collaborate with business stakeholders, relevant IT teams, to gather, analyze, and document business and technical requirements. This role requires strong communication, facilitation, documentation, and analytical skills to ensure successful project initiation, procurement support, and solution delivery. The ideal candidate will have experience facilitating workshops, conducting interviews, documenting current and future state processes, defining functional and non-functional requirements, and supporting software development lifecycle (SDLC) activities.

Key Responsibilities:
Business Analysis & Requirements Management
• Participate in the demand management process to assist business units in developing business cases, defining project scope, and documenting requirements for new systems or enhancements to existing systems.
• Gather, analyze, validate, and document business, functional, and non-functional requirements.
• Translate business needs into clear solution requirements and technical documentation.
• Conduct stakeholder interviews, workshops, and Joint Application Development (JAD) sessions.
• Identify business process inefficiencies, operational pain points, and opportunities for process improvement.
• Develop and document:
o Business process workflows
o Current and future state analyses
o User stories and use cases
o Functional and system requirements
o System interaction diagrams
o Data mappings and logical data models
o Metadata documentation
o Screen mockups and wireframes
o Reporting and training requirements
o Test cases and acceptance criteria
• Ensure requirements traceability throughout the project lifecycle.
• Support User Acceptance Testing (UAT) activities and validate that business requirements have been successfully implemented.
IT Procurement & Vendor Support
• Support the development of Statements of Work (SOW), solicitation documents, procurement packages, and related artifacts.
• Primarily support IT acquisitions involving software, hardware, professional services, or technology solutions.
• Assist in gathering documentation and information from vendors, contractors, and business stakeholders.
• Collaborate with IT, Procurement, Legal, Security, and technical teams to support vendor evaluations and procurement activities.
SDLC & Project Support
• Participate in Software Development Life Cycle (SDLC) activities and transition requirements to development and project teams.
• Collaborate & support documented requirements with project managers, architects, developers, QA testers, and business teams throughout project execution under the guidance of the IT BA Manager.
• Assist project managers with stakeholder coordination
• Communicate business requirements and priorities to technical implementation teams.
• Create diagrams, charts, specifications, and supporting artifacts to guide/support development and solution design.
• Provide status updates, maintain weekly work logs, and update assigned work tickets.
• Develop task estimates and target completion dates for project schedules and work management activities.
Required Skills & Qualifications
• 5 + Years, Experience working as an IT Business Analyst supporting IT projects, system implementations, or technology procurements.
• 5 + Years, Strong understanding of business/data process analysis methodologies and SDLC processes.
• 5 + Years, Experience facilitating stakeholder meetings, workshops, and JAD sessions.
• 5 + Years, Ability to gather, document, and manage complex business, data, and functional requirements.
• 5 + Years, Experience developing process flows, workflow diagrams, and functional specifications.
• 5 + Years, Strong analytical, communication, presentation, and organizational skills.
• 5 + Years, Ability to work collaboratively with business and technical stakeholders.
• 5 + Years, Experience supporting procurement documentation, vendor coordination, or contract-related activities is preferred.
• 5 + Years, Familiarity with Agile, Scrum, Waterfall, or hybrid project methodologies is preferred.
• 5 + Years, Documenting AS IS & TO BE Process & User Interface Mockups.
• 5+ Years Experience in developing statements/scope of work for contracting and procurement.
• 5 + Years Experience managing multiple projects/tasks at once; Results oriented and highly organized.
• 5 + Years Experience in Strong interviewing, active listening, communication, presentation, moderating meetings, and interpersonal skills – influencing, negotiating, etc.
• 5 + Years Experience in Strong written communication skills with the ability to prepare presentations and write scope/specifications.
Work Terms and Conditions
• This position is funded through the Georgia DOT fiscal year. GDOT may exercise the option to renew contracts annually in one-year increments.
• Several successful consultants have continued working through multiple contract extensions; however, GDOT is under no obligation to extend contracts and reserves the right to terminate employment at any time.
• Candidates must be:
o U.S. Citizens, or Permanent Residents with a valid Green Card.
o Proof of work authorization will be required during onboarding.

Work Schedule & Environment
• This position currently follows a telework/remote hybrid work schedule.
• Work must be performed within the Eastern Time Zone during standard business hours, Monday through Friday.
• The Department observes 12 state holidays annually. Consultants may not work or make up time during holiday weeks without prior management approval.
• Extended leave requests during the first year of service (two weeks or greater) are discouraged unless disclosed prior to offer acceptance.
• Consultants must maintain a personal cell phone for business-related communications.
Preferred Qualifications
• Experience supporting government or public-sector IT initiatives.
• Experience with procurement lifecycle documentation and vendor management.
• Familiarity with workflow automation, business process improvement, and enterprise applications.
• Experience using tools such as Jira, ServiceNow, Visio, SharePoint, Balsamiq, or similar platforms.
• Strong problem-solving skills and attention to detail.
• Excellent communication, teamwork, and collaboration skills
• Able to work in a fast-paced environment
Education Qualifications
• Minimum, bachelor’s degree in a relevant discipline (Computer Science, Information Technology Systems) Required.
• Active IT Certified Business Analysis Professional (CBAP) Certification Preferred.
