Job Description

– The candidate will need to come on-site on the first day to collect equipment.
– All candidates must be local to the Triangle region of North Carolina.
– This position may require on‑site attendance when business needs warrant in‑person participation, such as scheduled meetings or other task‑specific activities.
The Technical Specialist will support the delivery of the NCMAX solution by driving technical execution, removing delivery obstacles, managing risks, and ensuring the solution is technically ready for implementation. This role requires deep knowledge of existing DMV systems and the ability to collaborate across technical teams, vendors, and program leadership. This position will directly support the NCMAX Technical Lead

Key Responsibilities
Technical Delivery & Readiness
– Facilitate day‑to‑day technical execution across all modernization workstreams, including data conversion, Azure environment buildout, integrations, technical design, testing, and customer‑facing components.
– Identify technical risks, issues, and dependencies; develop mitigation plans and ensure timely resolution.
– Ensure integrations, interfaces, and cloud environments are fully prepared for deployment.
Vendor & Stakeholder Coordination
– Partner with the Modernization Vendor’s Technical Manager to validate readiness of all solution components.
– Represent the State technical team in vendor technical meetings and confirm alignment with DIT/DOT technical standards.
– Work closely with internal teams, field operations, and external partners to ensure technical alignment and timely issue resolution.
Governance & Documentation
– Participate in program meetings to communicate technical decisions, risks, and status.
– Ensure creation, approval, and storage of required technical documentation (designs, test plans, conversion plans, runbooks).
– Support knowledge‑transfer activities to ensure State teams can sustain the solution post‑implementation.

Responsibilities and required skills

Experience with facilitating day-to-day technical execution across all modernization workstreams (8 Years)
Experience planning and coordinating technical delivery in complex, multi team environments. (8 Years)
Experience facilitating large stakeholder working sessions, communicating clearly with technical and non-technical stakeholders. (7 Years)
Experience producing dashboards and metrics for leadership. (5 Years)
Experience identifying technical risks, issues, and dependencies; develop mitigation plans and ensure timely resolution. (8 Years)
Experience across cloud environments, application development, and enterprise IT operations. (7 Years)
Experience with SharePoint, relational data models, ETL/data conversion processes, and large-scale system deployments affecting 10,000+ users. (7 Years)
Experience with State technical policies, including cloud, security, and data protection standards (7 Years)
Experience with reviewing and sign off on technical artifacts such as design specifications, test plans, and requirements. (8 Years)
Experience with Agile delivery models. (6 Years)
Experience with vendor management for a large-scale, high visibility project. (5 Years)
Experience with partnering with the Modernization Vendor’s Technical Manager to validate readiness of all solution components. (6 Years)
Experience working closely with internal teams, field operations, and external partners to ensure technical alignment and timely issue resolution. (7 Years)
Experience with ensuring integrations, interfaces, and cloud environments are fully prepared for deployment. (7 Years)
Experience with creation, approval, and storage of required technical documentation (designs, test plans, conversion plans, runbooks). (8 Years)
