Job Description

The North Carolina Department of Health and Human Services (NC DHHS) is seeking a Senior Application Systems Analyst and Designer to help us with implementing solutions around the HR1 and payment error rate reduction changes for FNS/SNAP programs. The responsibilities of this role will include the following:
Gather and evaluate user requirements in collaboration with product owners and engineers.
Document and illustrate design ideas using POCs.
Design graphic user interface elements, like menus, tabs and widgets.
Build page navigation buttons and search fields.
Develop UI mockups and prototypes that clearly illustrate how sites function and look like.
Prepare and present rough drafts to internal teams and key stakeholders.
Conduct layout adjustments based on user feedback.
Help creating user stories based on the application design
Help creating test scenarios and help test in some scenarios
This role will work with the NCFAST Food Nutrition Services (FNS/SNAP) teams for gathering requirements, designing application components based on the HR1 and Payment error rate reduction/Proactive QC efforts. This role will collaborate with other members of the application development team, NC FAST business team, and the division and county stake holders for design, development and testing of the code as per the business requirement.

Responsibilities and required skills

Proven work experience as a Application Systems Analyst and Designer or similar role for web applications (10 Years)
Proven experience working on a variety of design projects involving web based applications (10 Years)
Up-to-date knowledge and hands on working experience of design software like Adobe Illustrator and Photoshop (5 Years)
Ability to develop relationships/partnerships with customer by responding to needs and exhibiting a sense of urgency; independently identify options. (10 Years)
Ability to organize, prioritize, and follow complex and/or detailed technical procedures. (10 Years)
Business knowledge and experience implementing SNAP and other federal programs as per the policy requirements. (10 Years)
Experience designing applications using the social services case management COTS products (10 Years)
Experience designing and/or developing dashboards using Power BI (4 Years)
Experience with Agile (Scrum, Kanban, or SAFe) development (4 Years)
Experience designing applications using low code no code technologies like Salesforce, Microsoft dynamics and others. (2 Years)
Knowledgeable in DevOps practices and Shift Left testing (2 Years)
