Job Description

The Virginia Retirement System (VRS)
Investment Decision Support (IDS) team are the primary data stewards for the
Investments Department. IDS connects data to investment analysis by overseeing
all aspects of the data management life cycle. They work closely with
investment programs to understand their business data and decision support
requirements, develop tools to extract valuable and timely information, and
continuously improve processes and systems to ensure high levels of data
integrity and availability. The IDS team is seeking an experienced Business
Systems Analyst with a strong background in business and process analysis,
requirements gathering, and testing to support the evaluation and
implementation of a new investment data platform. This role will focus on
assessing current-state processes, data flows, and systems, and partnering with
business stakeholders to define future-state capabilities that align with
strategic investment objectives.

Scope:
The Investment
Decision Support team is seeking an experienced Business Systems Analyst who will actively support current-state
analysis and the implementation of a new investment data platform through the
following:

Partner
with Investment stakeholders to document current-state processes, systems, and
data flows, identifying gaps, risks, and opportunities for improvement.
·
Conduct
interviews and working sessions to capture business needs and translate them
into clear requirements for the new data platform.
·
Elicit,
document, and manage business and technical requirements to support platform
design and implementation.
·
Support
the definition of future-state workflows and operating models aligned with the
new investment data platform.
·
Develop
a strong understanding of existing investment systems and data architecture,
including integration points and dependencies.
·
Create
and maintain detailed documentation including current-state assessments,
future-state designs, and data flow diagrams.
·
Assist
with data mapping, validation, and reconciliation activities during platform
implementation.
·
Develop
and execute testing strategies, including user acceptance testing, to ensure
successful delivery of platform capabilities.
·
Support
change management and transition activities to ensure adoption of new processes
and systems.
·
Provide
ongoing support through data analysis, reporting, and process refinement as the
platform is implemented and stabilized.
·
Contribute
to special projects and strategic initiatives as directed by the IDS Research
Director.
Required Skills
·
Bachelor’s degree from a four-year college or
university.
·
7+ years of experience in gathering and documenting requirements,
improving business and technical processes, and creating and implementing
testing plans.
·
Excellent critical thinking skills and
attention to detail to help solve problems and make decisions.
·
Experience writing technical documentation (requirements, process maps,
etc.).
·
Excellent
communicator and be able to produce clear and concise documentation.
·
Demonstrated
experience working in a team environment.
Additional Preferred Skills
·
Experience using programming languages such as SQL or python.
·
Experience with reporting and data visualization tools such as SQL
Server Reporting Services, Tableau or Power BI.
·
Experience with robotic process automation tools such as Power Automate.
·
Investment/financial market industry experience.

This position
will be for a period of approximately 12 months with
the potential for an extension.

Job Description

Analyst with a strong background in business analysis, enterprise content management,
requirements gathering, and testing. This individual will play a key role in
evaluating current enterprise content management processes, identifying
opportunities for improvement, and implementing technology-driven strategies to
support enterprise-wide document governance and business performance.
Hybrid Schedule:
Monday, Thursday, Friday at
home and Tuesday and Wednesday in the office until 9/4. After Labor Day, it
will be Monday and Friday at home and T, W, TH in the office.
Scope:

The Investment
Decision Support team is seeking an experienced Business Systems Analyst to contribute to the following efforts:

Partner
with Investment stakeholders to evaluate current enterprise content management
(“ECM”) practices; conduct interviews and analyze workflows to identify best
practices, gaps, inefficiencies, legal and policy requirements, scope
recommendations, improvement opportunities and risks.

·
Elicit,
analyze and document future state business and technical requirements related
to ECM, data handling, and system enhancements.

·
Recommend
standardized approaches for document intake, storage, retrieval, approval,
versioning, classification and retention.

·
Design
and implement standardized workflows and governance frameworks for content organization,
classification, retention, and accessibility, including document libraries, metadata
structures, taxonomy, content types, workflows, templates, and security
frameworks.

·
Develop
a comprehensive understanding of investment systems, document repositories, and
data architecture, including data flows and system integrations.

·
Create
and maintain detailed documentation supporting file strategies, data flows,
system processes, and operational procedures.

·
Develop
and execute testing strategies to validate system changes, document workflows,
and process improvements.

·
Support
internal teams by developing job aids and conducting training on new technology
and processes.

·
Contribute
to data analysis, reporting, and document-driven insights to inform
decision-making.

·
Proactively
identify process improvement opportunities and drive solutions.

·
Contribute
to strategic initiatives and special projects as directed by the IDS Research
Director.

Required Skills

needing attention or improvement.
