Description:
NCDIT Transportation is seeking to a short term contractor assignment. The selected candidate will fill the role of Java Mid-Level Technical Specialist on the DMV Traffic Records Systems (TRS) to backfill the current team as they develop the eCrash / NC-CRIS project. TRS supports the DMV Crash Data Management and DOH Traffic Safety in collecting, analysis, and distribution of motor vehicle accident information. The chosen candidate will be part of the application maintenance team serving as the technical specialist and consultant by independently managing complex Java projects and providing critical second level 24×7 on-call support.

The contractor will work with Business Owners in the translation of customer requests into technical request and user stories, coordinates software release schedules with the Business and Technical Team, develops business requirements, and provides testing and training support. This individual must have proven experience with enterprise level software development programs.

Knowledge, Skills, and Abilities Requirements:
• Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical discipline.
• Experience programming in Java/JEE, Oracle, and XML for a minimum of 3 years.
• Experience with Web Services, JSP, Servlets, Spring, Struts, Eclipse IDE, and version control tools for a minimum of 3 years.
• Demonstrated ability in application analysis and design, cost analysis, estimating staffing needs, testing, documentation, and implementation for a minimum of 3 years
• Experience providing technical helpdesk support for a minimum of 3 years.

Demonstrate these Preferred Skills:
• Experience with Visual C++, .NET, CORBA, EJB, and Hibernate. Java Certification.
• Demonstrate effective communications in oral and written form. Proficiency in basic computer applications, such as Microsoft Office software products.

Responsibilities and required skills

*** Contractors who live outside of North Carolina will not be issued any state computer equipment. They are required to use DIT’s Citrix Remote PC system, and their personal or vendor provided computer equipment to access DIT’s systems.

TRS supports the DMV Crash Data Management and DOH Traffic Safety in collecting, analysis, and distribution of motor vehicle accident information. The chosen candidate will be part of the development effort to convert the TRS applications from Java to .NET.

Knowledge, Skills, and Abilities Requirements:
• Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical discipline.
• Experience developing new applications using .NET/C#, SQL Server, REST APIs, and GIT/Azure DevOps for a minimum of 3 years.
• Demonstrated ability in application analysis and design, cost analysis, estimating staffing needs, testing, documentation, and implementation for a minimum of 3 years.

Demonstrate these Preferred Skills:
• Experience with ASP.Net Core and ASP.Net MVC
• Experience with Dapper, Blazor, and WebAssembly
• Experience with testing frameworks such as nUnit, MSTest
• Demonstrate effective communications in oral and written form.
• Proficiency in basic computer applications, such as Microsoft Office software products.
