Job Description

The DHHS Privacy & Security Office is launching a
large-scale cybersecurity initiative involving technical security risk assessments
and penetration testing across 100 counties. This initiative covers county
IT infrastructure including servers, desktops, networks, firewalls, user access
provisioning, MFA, VPNs, security hardening procedures, vulnerability
management, and patch management processes. The Technical Security Risk Assessment & Penetration
Testing Lead Consultant will be responsible for designing and conducting
technical security assessments, performing penetration testing activities,
creating standardized methodologies and templates, and managing the assessment
team’s assignments and project timelines. The consultant will also provide
clear, non-technical communication of complex security topics to business
leaders, CMS and stakeholders.

Responsibilities and required skills

Experience in cybersecurity risk assessments and penetration testing. (7 Years)
Lead and perform technical security risk assessments on county IT environments (servers, desktops, networks, firewalls, IAM, MFA, VPNs, patching pro (5 Years)
Conduct internal/external penetration testing, vulnerability identification, and exploit validation (7 Years)
Develop a repeatable assessment methodology, templates, testing procedures, and reporting formats for use across 100 counties. (5 Years)
Manage and coordinate assessment team workloads, assignments, schedules, and deliverables. (7 Years)
Create and maintain project plans, timelines, and progress reports. (7 Years)
Familiarity with NIST, CIS Controls, ISO 27001, and related frameworks. ________________________________________ (3 Years)

Job Description

The NC Department of Health and Human Services (DHHS) is seeking a short-term Program Director to lead the implementation of an enterprise electronic health record platform for all facilities overseen by the NC DHHS Division of State Operated Healthcare Facilities.

The selected candidate must be a results-oriented individual with a very strong work ethic and must be able to demonstrate excellent IT Project Management, negotiation, communication and problem-solving skills. This position will be responsible for working with senior-level business executives, IT personnel, and business program resources to execute project requirements and manage stakeholder expectations. The Program Director will work with DHHS team and the selected vendor to complete implementation of the system. This position will manage the day-to-day activities for the project.

Responsibilities include but are not limited to:

– Authoring all project management artifacts following the practices and guidelines from the PMI’s PMBOK
– Developing the detailed project budget and monitoring expenditures
– Developing and maintaining all required State project documentation
– Serving as an IT management liaison to the business client
– Leading and performing hands-on analysis of the business and technical environments
– Supervising implementation activities
– Ensuring that project plans and schedules are established and maintained
– Ensuring that deliverables are completed timely and accurately
– Supervising staff (State and contractual staff)
– Conducting formal presentations
– Coordinating with all project stakeholders and ensure that appropriate project controls are instituted

Responsibilities and required skills

Project Management experience, preferably with large, complex automation implementation efforts (7 years)
Experience managing projects implementing large multi-client n-tier client/server systems (7 years)
Proven track record of delivering IT projects within budget, scope and schedule. (7 years)
Solid work experience with project management tools (e.g. Microsoft Project) (7 years)
Demonstrated technical architecture/infrastructure knowledge and experience with multiple hardware platforms and operating systems (7 years)
Demonstrated presentation and training skills. (5 years)
Demonstrated oral and written communication skills. (5 years)
Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability. (5 years)
Hands on experience managing project risk, cost, schedule, quality, testing, and communications. (1 years)
Experience managing implementation projects that used Java, XML, HTML, CSS, VBScript, JavaScript, IIS (1 years)
PMI certification Project Management Professional (PMP) (1 years)
